minimum quorum

I agree on the quorum being 51% minimum, of the total number of admins/mods/seniors. I agree on all the rest :-) Some parts are a little confusing in the language and need a bit of clarification. I got the bit about written voting right, but it might b confusing to others. Good work ya Alaa, MadFarmAnimalz ro7 nam :-P
