this should probably go into [challenges]] but the document is getting too long and I'm not sure if anyone is reading it.
as you may have noticed the poll block on the right sidebar displays the latest poll only.
polls don't get anounced in the home page (unless a moderator promoted them as a homepage story), and they don't get mentioned in the forums.
the only way to reach the past polls is to go to the polls page.
which means if we allow all members to post polls no one will get a chance to vote on older polls (unless they activly seek them).
I suggest we make polls a moderators only thingie, but we allow members to suggest polls, maybe find someway to make members rate polls, and each week one poll is selected from the the suggestions and posted.
this way we have a new poll every week, and maybe have a nice page with this months polls or something and everyone is happy.
or we could still give all members posting polls permission but hack a block that displays a manualy chosen poll only, this way we could have a more or less official poll that gets posted on the sidebar (and the homepage?) every (week/2week/month/whatever) and let the members enjoy having their own funky polls, which are displayed in the polls page only (they'd be next to useless there IMO).
it is also obvious that for voting on decision we will need a seperate module. or else real voting will be lost among the almost for fun polls.
since we're at it, we could make the polls module caluclate quorum, majority, and voting period according to the rules in the charter
