Man this demand of your is really hard to get in Linux. Developers do produce patches to many packages daily. The only thing that could keep you up to date in your packages would be cvs. CVS is not a web page. It is a software that keeps on the verge of the most recent in the software you have on your PC. It has a server side part (where the software you want reside), a client part (your PC) and a software that does the update in either way. I am trying to make things easy, don't blame me Linux gurus for making CVS definition less than 100 % true.

www.linux-egypt.org with the latest packages or even the most important packages to make it easy for the site visitors to download any package

I got you from the first moment. I think that it is not that easy. You could give links to the famous software that are used for different categories of computer usage. You can't however ask the administrator to use the space assigned to the server for applications download because that would be too much.
I think many would agree with my point of view. Besides, if you want a software for any purpose, you could search on freshmeat or sourceforge.net. Rpmfind.net could be a good place to find rpm version of those softwares. Luckily enough since you are a MDK user, you will find many software packages for mandrake than for Redhat.
