how 2 controll the bandwidth and qouta of the users??

cpanel works under GNU/Linux

You can get it from one of the distributors listed at http://www.cpanel.net/dist.htm

To install it you will need to download it first from http://layer1.cpanel.net/lastest
after you download 'lastest' type 'sh lastest'

Its so easy to configure throw a webbased interface

when you make a new account 'user' you have the option to set the bandwidth & quota u want.

You can say that its secure.

Cpanel is not free and there is no way you can get it for free unless you are going to use it for an educational institution.

as a control panel . i think you could give http://webmin.com/ a try , it is not as powerful and complex as cpanel. but it's cool small and free :)
