it's simple
one of the gimp devalopers has a scanner long long a go that has no linux driver so he has two way porting gimp to win32 or porting his scanner driver to linux (reverse engreen it)
and that's all !!!
any way I think if he pick the other choice he may get it better since win32-gtk is still a nightmare(spelling)
