This depends on the distribution you are using. Kppp is usually installed by default for those who use KDE in any Linux distribution (correct me if I am wrong KDE users).

Let us suppose you are not a KDE user, in this situation you can install Kppp by one of two ways:
1) Install it from a package (ie *.rpm or *.deb)
2) Compile it from a source package (.tar.gz or .tar.bz2 after unpacking the compressed packages).

Note: For more information about to compile a program search the forum for compiling, compile or so.
